OVH France has simply terrible speed to RS, I've been on gigabit servers too, and speed is just terrible.
You're right about torrents, many seedboxes are from there, so speed is amazing, but regarding to file hosting sites - speed is really terrible.

I use France dedi server on 100 mbit and get 11 mb/sec continuously to rs using rs uploader ( not manager, manager sucks )

u can even try it before buying

Still looking for a good offer... I was interested in Nick's Special Germany VPS offer, because it's exactly what i need, but he hasn't replied to anyone yet.

I can live with less HD space, like 60GB.
