    Hi,

    I just found a alternative for Withdraws from PayPal to Indian Bank.

    www.xoom.com

    It does transfer of money within 24 Hours to most of the Indian Banks.
    You can transfer 2999$

    Although the fees are high, but they get lesser when withdraw amount reduces.
    Its fees are less than Western Union.
    Also, the exchange rate is higher than PayPal, ie. 46.031 INR , currently.

    It has always been possible for sellers to request a check or withdraw funds to a credit card, and these options are still available from the Withdraw Money tab of your PayPal account. If you don’t have a credit card attached to your PayPal account now, you can add one under the Profile section of your PayPal account. Before asking for a credit card withdrawal, please check with your card issuing bank to ensure that they can process it.

    It usually takes five to seven working days for you to receive a check when you request a check withdrawal and PayPal normally charges a five USD fee. We are trying our best to help sellers during this difficult time and therefore will refund the check withdrawal fee back to your PayPal account within a week. I appreciate that this is not ideal, but please bear with us.
    So it means if you request for check(cheque) you will get it for free. Xoom has higher fees, some 12$ for 100$ withdrawl. If your need is not urgent, request check.

    I emailed them so as to ask from when that check fees waiveoff will start & got this reply:

    Thank you for reaching out to us. I?m contacting you on behalf of
    Farhad Irani regarding your email below.

    I know that this has been a very frustrating situation for you and I am
    sorry for the inconvenience it has caused you.

    We will waive the fee on check withdrawals starting today. We will
    refund the check withdrawal fee back to your PayPal account within a
    week from the date of the withdrawal. We are waving the fee as a
    courtesy while we are working with the Reserve Bank of India to restore
    the bank withdrawal process.

    I also understand your concern about no phone support available in India
    at this time. At PayPal, we are always considering developing new
    features and we appreciate your request.

    I want to thank you for your business and wish you continued success on
    PayPal.
