Liberty Reserve need to verify with Credit Card?

After i sent him $10 paypal,then he cannot sent me LR.

This guy aka Justice claim that it need to verify it before can sent money out from LR.

Do we really need CC/VCC to verify LR to sent out money? ( i don't think so )

Truth is that in some countrys you will need to add CC before you can send the money.

You don't need anything to accept or send money from a Liberty Reserve account, obviously you need the LR ID and that's it. What a load of bs

P.S I don't think he scammed you, since you're new he's holding funds and he should send you the $$ via LR within 24 hours?

because he total gone offline from MSN and not replying me by PM.

He already validate i'm genuine trader from DP

So there is no hold funds term here.
