How to get uploaders

Just wondering,

When starting a new forum, what is the best way to find active uploaders? I know theres tons of leechers and uploaders are scarce but whats the best way?

Katz,most of the uploaders go there to download and re-upload files.If they like your site,they join you and when they see files with your site's password on it.

The best way is to offer them something in return if they upload the files for you.
