You have to edit footer.php/.tpl

Its your guest message, comes default with vBulletin I believe. Theres is just edited with an image.

Ooops lol Didn't noticed.
Anyway, as said before, edit header and add there a picture that is only visible for guests.

I added mine to teh Forumhome template right under $navbar,
Wrap it liek this for guests ...
