vBulletin Posting Rules Ad

Recently, I was browsing my forum and I noticed there was a huge blank space under thread and post, next to the Posting Rules Box.
Now, what came to mind was that one could use this blank space as a prefect location for a 300X250 Ad. The space is already there, so it doesn't really disturb or stretches out the forums layout.

Anyway, let me get to the matter at hand. I'm not exactly sure how to place the advertisement there; What template to edit, and how to edit it.
If anyone can help, that would be awesome! :]
