recently i paid one guy 10$ for software which cost is more than the money i paid he didn't provided me the software so i have opened dispute the next day when i went to his site he gave another paypal id so i came to know i am scammed and many others will get also surely

i want to know how his or her paypal is verified so that i can transfer money
