The solution works like thus:

Desktop part:
A multi-port GSM modem where Demo sim's of diff providers are placed which connect to a server.
A java/android application is installed in the phone of a retailer (just like recharge application of Voda/Airtel etc.) which requests for a recharge and the same is dispensed via the software in the server,

Application can create 3-5 kind of user level. a) Admin b) wholesaler c) Reseller d) Distributor e) client (note: all user can access in web platform)
It is possible for a distributor to dispense charge to his retailer directly.
System shows reports in real time.
Also possible to dispense recharge from non-java/android phones using simple sms msg format.
Exhaustive reports avl to admn.
API 0f your choice can also be integrated.


Website part;
1) Account created by Admin , a random pin/password is generated by the system and sent to the user (can be changed by the user.
2) recharge system database will connect with website (update whole system real-time)
3) When each user login in website User can see their control panel by recharge system database.
4) user can change password and admin has super user control.
5) User can see their Account balance
6) Exhaustive reports available.

Software tested to be error free for 100,000 entries.
Cost of Server(HP) + 2X 8 port Siemens modem + Software including JAR File, web site integration and API integration Rs. 2,50,000/-
Cost of Software alone Rs. 1,90000/- (no extra cost for extra ports beyond 16)
