I can send to them as admin but they can't respond

I installed "Group Policy management" thinking that would give me the ability to tinker with group permissions
but it says I have to login with a "domain" account
there is no "domain" user group on my system
the program dose load but it's empty of things to tinker with

when I looked up "Group Policy management" on google image
it's looks like the thing has something to do with website management but RDP user permissions


I feel im missing something big time
