Lower the min size to 5Mb you will get more views for your ads and so more earnings for you and us.

Your thread does not shows any Tier 4 but the rewards page in the site shows it.

Make Tier 4 10$ or Include Indian in Tier 3.

what do you mean exactly ? I have tested the Upload now everything is working normal

try another browser like Chrome , Firefox or Opera and test Flash Upload.
