You are somewhat right. Offshore hosting does not mean that there's no restriction on the content. But what we have disallowed is pretty much the same as what other hosts have to disallow as well irrespective of their location or else face problems with their datacenter.

Personally as well, I am against hosting of such illegal content. Hence we have limited some to DMCA complains, other type of complains and some are completely prohibited from our side.
