I love the header!
Ad positioning is OK; thumbs are pretty much classic (maybe some hover effect?);

The flash logo is not clickable, you could improve that so the users are not confused about how to get to the homepage.

1. I cannot understand the favicon ? You can just use a styled "P" as a favicon
2. Ad Placings is terrible :/ I wouldn't bother to stay on the site if I hadn't arrived on it to make a review.
   Take a look at the following ideas and understand how they are placing the ads.

3. The "ChatWing" is unnecessary. It infact ruins the overall look of the website. (Red with dark blue ?)
4. The footer seems to be fucked up looks like everything has gone out of the way. Give some background to the wrapper above the footer.
5. "Our Friends", these links can be shown inline, as the website is already too long.

If your brother is learning HTML/CSS & Web Development, then it is pretty much good. I liked the "New Games" & "Search" wrappers.

Thanks for the review can you please explain the add placement area ie i have no idea where to post the adds instead of the areas where they currently are , It would be great if you could mark the places where the adds should be placed.
And about the footer i know its messed up but my brother couldnt figure out why the stupid backgroud is repeating if the length is stretched the car does show but another cars face shows up no idea why it repeats
