a redirct url ..that wen thers a link posted and sum1 clicks it .. that it opens in a iframe and with our add at the top .and the page loads beneath lol

Redirection is quite different to iframing - someone needs to clarify...

No what we need is a mod for phpbb that will match links within a topic such as rs links and append them to redirect .php

so for instance

http://host.com/34879345/file.zip will become
http://MYSITE.com/redirect.php?url=h...79345/file.zip

Edit the settings file, then it can add "http://MYSITE.com/redirect.php?url=" onto the beggining of any external links.
