filehost suggestion wanted

I realize there are other threads about this, but since they are changing daily and my wants are specific I thought an individual thread was in order

looking for a host that

1. allows me to ftp upload or at least has a good uploader
2. decent file size and speed for free users over 500mb would be ideal
3. reasonable delete time policy
4. has a decent affilate program both as ppd and/or pps
4. is using something for payments other than credit card, I realize using paypals days are numbered

Yup that is the most important to me, most of these little start ups are only offering 15 days yet some such as Sharpfile wanting as much as $90 for premium!!

it was my understanding upload.to is blocked in the U.S. I am wrong?
