Seems to me that .tv is associated with video sites etc.

So how would one make wisely a domain site?

It seems wrong to you.
In fact .tv is a ccTLD and belongs to Tuvalu, it is not meant to be used for videos and other stuff like that. People are using .tv for such sites because TV is know in the wold as for Television. So yes you are wrong, .tv is just an other ccTLD that can be used for anything.
