    Just try it. If you have dynamic IPs it should change.

    yes if u will change the modem ur ip is also changed but there is 1 more thing just say your internet service provider that i have ebanking and my bank saying me to change my ip adddress because some other person is tracing your ip address to use your ebanking id so please change my ip address and i hope they will help you.

    If you have a dedicated server VPS you can tunnel through that. If you don't know how, just PM me, you don't need to install anything on your server or w/e , the only thing you need is Putty.

    after activating your vpn, check your ip and see if it can detect it as a proxy or not : http://whatismyip.com/

    or if you have a server you can tunnel through it like Whoo said and use the server's IP address to browse.

    Actually you can spoof your IP. What you have to do is craft your own TCP packets or write a program to do this in a more automated way. It isn't a bullet proof technique but a lot of software just gets the IP address out of the IP header in packets, which plain text btw. This is the techinque behind SYN (D)DoS attacks. This stuff ain't peanuts mind you. So yes VPN maybe?
