How to customize my vps desktop like this?

I kindly request your input or knowledge on how to customize my vps ubuntu 10.04 64-bit desktop like the link I am posting below. I am mainly interested about the drop-downs of the top horizontal bar.

Can I ask why you want your vps desktop like that?
It takes lots of ram to have nice backg, and theme...is really useless.
