Seems tempting but why so cheap i know that's a stupid sounding question but these prices do seem really cheap for a vps
How many clients are you putting on per node ?Signature too big, removed by staff.

We have overselling protection which means it is impossible to oversell the location is in the USA

1TB Bandwidth - Around $1 per MBbit right? Depending on the right carriers you may be able to get it this cheap, it would depend how lucky you are.
1 IP << your looking at around $1 per IPv4 allocation as standard, even on higher subnets you would be paying this.
Now $0.99? Just those 2 points there alone would cost you more.
Now lets take a realistic plan which many people would see as an ideal starter VPS:
$3.79
512MB Ram Guaranteed
1024MB Burst Ram
40GB HDD
Unlimited Bandwidth
1 IP
512MB RAM x 48 = 24576MB RAM (24 GB) this is just a guesstimate on the RAM/VPS ratio.
Now with 48 VPS's costing $3.96 each you get a TOTAL of: $181.92 either your going to loose profit or make none..
Obviously this excludes the VPS customers bursting there ram allocation of 1024MB...
Pretty sure there is no room for these sort of plans, even with rented hardware it would be a very big push.
The main bottleneck you would see on the VPS node would be users killing the I/O you are allocating nearly 2TB worth of resources to these VPS's, afraid to say your RAID-10 array wouldn't handle it well at all.
Word of advice, if you plan to try sell this you looking into a very messy future.It's amazing, being in a community can cause hate. Competitors or not - DDOS isn't cool :)
