Need Cheap VPs for a single DLE Site

hi guys i was looking for a VPS that has to to cheap me req specs are as follows:

i will run just a single DLE 9.5 Warez linking Site or may be a forum in future not sure about that.
5-10 GB space is engough
200-400 GB Bandwidth is enough too
Free panel like kloxo or other to manage my site (i never bought a vps and i dont have enough knowledge about vps so i want my host to install and manage few things for me)
ram sould be atleast 256MB-512MB to control 700-1000 visitors per days

i've heared i wont be needing a domain as VPS has its own ip so can i redirect a domain to my VPs ip i wanna know about that in detail by the way i already got a domain too just wanna clear this thing

my budget $3 - $4 coz i wont use much resource
