That has been hand drawn.

I guess it's a special logo that has been drawn specially for that company .

We say I can draw it by hand ,

how can I make it by ps ?

If you want to use this kind of font in particular logo or name then you can make it in illustrator. simply draw a lineart on paper, scan it and then trace it on illustrator.
