Of course they can. Who's to say what they're spamming isn't infected with a virus so as soon as people download it, boom, computer taken over, or they steal CC#s, ect..

I've caught people doing this exact thing many times before.

just add captcha for creating new threads or question answer for creating new thread

As i mentioned to you before, you cannot stop them. If you add a captcha, i'll add a captcha bypass. you add a random question, i'll remember the questions and answer them automatically next time.

Bottom line, there is nothing you can do. The best course of action is to have a good team of moderators with a good morale. I do find that chatboxes and teamspeaks bring people together and create relationships. Even if it is a staff-only chatbox. This in turn brings your team together and encourages them to work towards the common goal.
