in algeria and i have a problem with algerian paypal we must send money in credit card before use it .....
so i search solution for that, i need to use my money without having to send it to my credit card

As I know most of countries have option to pay services or goods from Paypal balances, but there is also some countries that only can pay via Credit card linked with Paypal account. Paypal do money withdrawal on your credit card with no additional fees.

and how can i know if with netherlands account we need to transfer to credit card or not ?? i must do a test ?

You can use a dutch ('netherlands') PayPal account and verify it with credit card or bank account.

No it takes fees to withdraw to CC,
at least they do to my Paypal account

IF you want to use NL paypal account you must have NL iP.. use VPS,VPN.. to change your IP.

He doesn't need a credit card to verify, a bank account is also fine.
