The correct answer is: e i guess, a little tricky question
PHP was called Personal Home Page previously. So second letter = e of the first word Personal

well the correct syntax to hyperlink is,

<a href="http://yoursiteaddress.tld" title="feeling lucky">  YOUR TEXT HERE </a> 

if this do not work, then probably the owner have installed some plugin that does not allow hyperlinks
