Both can be withdrawn to bank account, depending on where you live.

Webmoney is a much better service than AlertPay.

WebMoney can be exchanged to pretty much anything with ease.

If you want to withdraw to your bank, you can exchange your webmoney funds to paypal funds with anyone and withdraw directly to your bank, it will be easier
