First try this.
Admin CP >> Maintenance >> Repair / Optimize Tables
Check All in the top left, then continue towards the bottom.
But, it could also be a cookie problem.
If it is a cookie problem, then you can reset it with tools.php. You can locate that file from your vbulletin files in the do_not_upload folder. You need to place it into the admincp.

My Forum was giving MALWARE Attacked page and after retrieving it back its not working like the home page is working fine user can login also but when go to the category its css doznt work i restored my 2 weeks prev database and back up so whats the problem in it and how can i resolve it. as i was using vbseo before so vbseo urls dont work fiine then i did uninstall to old vbseo and installed new one on my forum but still no luck. my htaccess are as follows
