NNTP is older than the internet and its not as easy as simply 'taking it down.'

You would need to kill every single usenet provider around.

Yes, it's like 'Could the FBI take the Internet down?'.

Of course not, because Usenet is a network of nntp servers around the world. Technically they should get cooperation from worldwide providers.
