Perhaps there is a correlation. It would make sense that downloaders want a fast download experience, and if files are downloaded slowly, then the sites of which the links exist may be less popular. This may make RS less popular to use.
On the other hand, as RS seems to promote itself as a filehost with premium services such as 'hot linking', this would not affect any legitimate user.

FileShoppe.netIt doesn't surprise me that a company pays people to attract customers. Normally, these are called 'marketers' are they not? If there is a reward scheme for employees, it's hardly an affiliate program per se.

They have only reduced free user's download speed not upload speed. If upload speed have reduced then free users would never try their services. Now they have reduced download speed just to sell more premiums.
If their clause were genuine they should take some steps like these.
1. Reduce both upload speed and download speed of free user's. Even disabale upload feature by default.
2. Block USA IP ranges so that Americans can't use their services where copyright infrigment is considered same as murder crime.dkp
