You wouldn't find any stable offshore provider with LiteSpeed. Most onshore providers do have LiteSpeed.

Most offshore hosts here do have nginx as load balancer which works okay.

Litespeed is just a commercial based server not any different then the free ones.

Nginx is at the moment the most powerful if used correctly along side lighttpd or apache..

Hopefully you find what you need..

Nginx is pretty awesome. Litespeed is unstable as l0calh0st correctly pointed out.
I would highly recommend KnownSRV. They're pros, and have Apache installed, but their servers are damn fast, and the technical knowledge is very good.
Since you're looking for offshore, I take it that you're going for warez linking, so yea, stick to hosting companies which have been there for a reasonable amount of time.
