i am looking for good domain extension that dont fall under ICANN jurisdictions and have no link with USA
are these good options .me / .ws / .in or not

and also i am looking for VPS hosting that allows warez linking and accepts alertpay ( ecatel / russian / anyother prefered)

It's legit company, doesn't ask for any personal information whatsoever. Servers outside the USA, registered outside USA, everything is outside USA apart from the .com domain name) - http://www.torrenthound.com/ uses them.
You can even pay via cash so you have no trace back to you

As for VPS, I'm not to sure sorry.
