Right... offshore, first you need to define it. Offshore is where something is hosted in a country that your country doesn't have authority over, for instance .ca is offshore to .us, .in is offshore to .uk etc... But .de isn't offshore to .nl as both are members of the European Union.

Now finding an offshore filehost is impossible, as it'd be different for everybody... But as we know the internet is full of morons. So to the masses offshore is anything that isn't hosted in any .eu country or .ca/.us .

So lets go to the filehosts you have listed previously in this post;

FileSonic - .nl (.eu) based servers, they have no .hk servers... Just .hk IP flags and company registration.

Rapidshare - .de (.eu) based servers, they are registered in .ch but that doesn't matter.

Uploaded.to - .nl (.eu) based servers, they are registered in .hk but have no servers there.

Megaupload - .us/.nl/.ca based servers, they are registered in .hk but have no servers there.

FilePost - .nl (.eu) based servers, they are registered in .hk but have no servers there.

GigaPeta - .ru based servers, registered there too. This is offshore.

If you have any USA severs it looks like you are dead in the water, if you use paypal you are dead in the water so pretty much every major filehoster looks screwed. We're all fucked basically.
