i can recommend http://www.ez-vps.com and setting up utorrent or linux variant. they have great upload speeds, and i ahve tested the smallest 1gbps package and its quite fast

When You Have RDP Why You Wont To Invest In Seedbox Buddy!!

Invest That 20$ On RDP Itself For More Speeds!!

I agree with most of the guys here. Either get a vps and install a torrent client or get an Rdp. This way you have full control of what to install/uninstall/run (as long as you dont abuse available resources).
