Default PayPal limited my account for no reason, now I can't send money or withdraw!

So today I just logged into my email and receive this from PayPal:
PayPal is constantly working to ensure security by regularly screening the accounts in our system. We recently reviewed your account, and we need more information to help us provide you with a secure service. Until we can collect this information, your access to sensitive account features will be limited. We would like to restore your access as soon as possible, and we apologise for the inconvenience.
Why do I need to provide additional information about my account?
19 Jan 2012: We've noticed some changes to your usual selling activities and will need some more information about your recent sales.
(Your case ID for this reason is PP-001-632-164-145.)
How can I get my account access restored?

It's usually pretty easy to take care of things like this. Most of the time, we just need a little more information about your account or latest transactions.
To help us with this and to find out what you can and can't do with your account until the issue is resolved, go to the Resolution Centre.
We'll review the information you provide and email you if we need more details or when your account is back to normal.
Once you have completed all the checklist items, your case will be reviewed by one of our Account Specialists. We will send you an email with the outcome of the review.
And then they come up with this bunch of crap:

I have not had a single customer chargebacked at me before so I don't understand why is my account being limited for no reason. I can still receive money but I can't send or withdraw.

My account is unverified by the way so if I do actually get it verified, will this remove my limitation or do I still have to submit all those info? Another thing is, how can I submit all those info when as you all know, I'm selling facebook likes which is intangible goods. How do I fax or upload info to them? Any advice on this will be greatly appreciated.

First of all paypal is is fucking scam, they lock you into high transaction rates and screw you over like this.

Now, they will have to give you your money, simply put because it's not theirs; after an allotted amount of time passes by they will unlock the option for you to make a final withdrawal to your bank account, or you can ask them to mail you a cheque.

If you believe you have done nothing wrong, you probably are right, all it takes is one pissed off customer to file a complaint about something ( chargeback or not ) and they can lock your account up like it's Fort Knox.

I suggest you should start flipping the bill for a proper payment gateway alternative to paypal, this will help protect your business interest and money.

Always keep in mind paypal is a fucking scam.

I hope you are successful getting your money back mate.

I was with PayPal Support before. Just provide them the documents they're asking & it's just a click on their tool.

Okay I just rang up PayPal yesterday night and the situation got even worse. The reason they said they limited my account was because they found out I had multiple accounts and in their TOS, one user is only allowed to have 2 PayPals, one Personal and one Premier. Now I'm just puzzled because I only have one PayPal account and I told them that it could have been my siblings who registered another account with our address. Then they told me that they found out one account with the name starting with the letter "r" and ending with live.com (I kept asking them for the exact login of that account but they keep telling me they can't disclose and those crap), has a negative balance of -$1000+. And they said if I wanna remove my limitation on my current PayPal, I'd have to top up the $1000+ on that other account. So naturally, I was really furious and pissed off. I raised my voice at the PayPal staff over the phone and kept telling her I have no idea whose account that belongs to. Then she told me it could have been my brother and sister and I'd have to tell them that myself. I'm seriously pissed off right now, PayPal is bringing these 2 matters together when it's not even related.

So when I logged into PayPal this morning I got this message:
We recently noticed an issue with your account. To see what you can and can't do while your account is limited, go to the Resolution Centre.
Why do I need to provide additional information about my account?

This limitation cannot be appealed against.
Now it's even worse because I can't even receive or withdraw money at all. I cannot even upload documents or send info to PayPal to remove my limitation Please tell me what I should do. Now I am really regretting I made that stupid phone call. I did ask my siblings about this but they denied. So it's not even fair to me, presuming someone registered a PayPal account with my address and he/she got that account negative so now I have to be responsible for that?

I'm really having loss of sleep over this now because with my current account, I have a lot of money being held and they were all my hard earned money.

Belowthebelt: I totally agreed with what you said. PayPal is seriously a scam. Do you know how I can solve this now?

ceekeigh: You worked with PayPal before so I guess you know the ins and outs of PayPal very well. Do you have any idea how I can solve this? I just wanna get my money out, so my money will forever be held now?

I had this too before some time,
when they write "This limitation cannot be appealed against." you cannot do anything
After 6 months they will release your funds and you can withdrawal them.

    sorry mate

Paypal will release your money after a predetermined amount of time, now I am not sure how long this time is; I seen another member here mention something along the lines of 6 months, after this time passes you can request they pay you out by cheque or direct deposit; paypal cannot keep that money because they cannot unequivocally prove you owe the previous -1000$ balance they are talking about.

I am sorry you had to find out the same way I did, paypal fucked me over for a bunch of cash as well, roughly 1500 bucks; however I got the money back after a few months and a bunch of stress and phone calls.

Depending on what country you live in if you choose to call up a lawyer to make some phone calls on your behalf; paypal will try to tell you, in the TOS you agreed to you cannot bring a lawsuit against paypal in a country other than the USA and a certain state... this is bullshit in Canada as an example, paypal has to be a registered business in Canada and I was able to have a lawyer call them and arrange a court date in Canada, to which they did not show up and I received a judgment against them & my money back.

Paypal will try to throw a bunch of bullshit at you to scare you away, keep in mind they have a bunch of monkeys that are trained to just fire back pre-typed documents to you, these so called customer service people do not make any decisions, their computer software makes all the decisions for them.

I hope you have luck and don't have to wait 6 months mate

Okay so I just logged into my email and this is what I received:
    Dear Irvine Jeremy,

For the safety and security of the PayPal network, we often review
accounts for potential risks. After reviewing your account, we have
decided to close it because of security issues.

We are making every effort to minimise any disruption to your business.

If your PayPal account balance is zero, and you have no unresolved buyer
complaints or chargebacks, your account will remain limited.

    -----------------------------------
    Disbursement options
    -----------------------------------

Option 1. If you owe refunds to any of your buyers, you can use the money
in your PayPal account to refund them.

    To refund your buyers:
    1. Log in to your PayPal account
    2. Click "Contact Us" at the bottom of any page.
    3. Click "Contact Customer Service."
    4. Under "Choose a Topic," select "Sending/Receiving Money."
    5. Under "Choose a Subtopic," select "Refund/Cancel a Payment."
    6. Click "Continue" and follow the instructions to refund payments.

Option 2. Money in your PayPal account will be held for 180 days. After 180
days, we'll email you information on how to receive your funds.

We regret any inconvenience this may cause.

    Thanks,

    PayPal
    Dear Irvine Jeremy,

We routinely review account activity in the PayPal system. When we reviewed
your account, we noticed that your activity violates some of the agreements
    you have with us.

Because of this, we’ve limited your accounts and can no longer offer our
services to you. You’ll still be able to log in to view your transaction
history, but you won’t be able to send or receive payment.

    What’s the problem?

You're only allowed to have one personal and one business account. In
addition, we noticed one or more of the following problems:

    1. You provided information that we believe was false, inaccurate or
    misleading; or

    2. You sent or received money that was potentially related to fraudulent
    activity; or

    3. You have more than one account with a negative balance; or

    4. You are in violation of the User Agreement, the Commercial Entity
Agreement, the Acceptable Use Policy or another agreement you have with
    PayPal.

Our decision was based on terms outlined in these agreements.

    What to do next?

As allowed under the User Agreement, we’ll hold the money in your account
for 180 days . We’ll use your balance to reimburse buyers who file claims,
chargebacks or any other reversals against you. Before we reimburse the
buyer, in most cases, you’ll have a chance to respond to the claim,
    chargeback or reversal.

We’ll send you an email letting you know when you can withdraw money from
    your accounts.

If you think that we permanently limited your accounts in error, you may
appeal this decision. Just click Contact Us at the bottom of any page of
    PayPal.

When you contact us, we may need you to provide some information to process
    your appeal, for example,
    1. A copy of a valid photo ID that shows your name. Acceptable forms of a
photo ID are a driving licence, passport or any other government-issued
    photo ID.
    2. A copy of your recent utility bill that shows your name and address
exactly as they should appear on your PayPal account.
    3. A copy of your business licence or your articles of incorporation.

    Yours sincerely,
And so I rang up PayPal and they told me that I'd have to wait for 6 months before they will decide what to do.
So I'm naturally pissed off as I have ?8600 in my account.

    So now the question is:
Will they allow me to withdraw my money after 6 months or will they use my money to top up the account "linked" account they claimed which belonged to me with negative $1000+

I did consider calling up a lawyer for this but wouldn't it seem daft since hiring a lawyer would be more expensive and going to court...etc?

I am actually so glad and relieved for you that you managed to get your money back, you have no idea how much I hope to get mine back too.
If you don't mind me asking, how did you actually go about this to get your money back?
Was it all down to your lawyer and court stuff etc?
So what happened to your PayPal eventually? Was the limitation removed?

So because of this whole issue, my business has to be stopped (I deliver facebook likes on a daily basis and those who know me here know that I am a trusted seller)
I have no idea how to carry on with this business now PayPal is like the accepted form of payment, don't even know what to do now. I still have so many pending orders waiting and I don't know where and how to receive the money.
PayPal has really screwed me big time over this time, I have never received a single chargeback nor have I ever scammed anyone yet I get this sh*t from them.

Say if I register a PayPal account right now in my friend's house using his address but with my name, will PayPal be able to detect it?
Because it's on different address, mobile number, phone number, ip address this time.

How would PayPal only find out? Please advise on this as I do need a PayPal to carry on with my business.

And also thank you so much for taking the time out to reply to me and help me with this, you have no idea how much I appreciate you for your help thank you so much.
