It is against Paypal's TOS/AUP to create paypal accounts with fraudulent data in an attempt to bypass their restrictions and rules.

What you told people will likely end up in their accounts being limited sometime or the other; since they have no supporting proof of the fake data they enter and no documents.

And remember, IP addresses from VPS are owned by the datacenter. A simple whois lookup will tell Paypal that the account is being accessed from a DC which is unlikely for a personal account holder. This, under most circumstances, will prompt account limitation.
