I recommend for you take a look at reading the issue someone else had about this they were able to resolve it by following the information that used here on there blog.

comment out the following module in your httpd.conf and restart apache

# LoadModule unique_id_module modules/mod_unique_id.so

I made the changes in /etc/httpd/conf/httpd.conf

add this

# LoadModule unique_id_module modules/mod_unique_id.so

comment thru vi editor...
then restarting the apache

etc/init.d/httpd status

but still in the same situation...

I think my VPS main problem is I cant stop the apache through

etc/init.d/httpd stop

command.............after that it came to the "httpd dead but subsys locked" problem

Hello there,

Check the httpd.pid file, it may still exist, so it will not let you start the daemon. Not sure what flavor of Linux you are using, so I cannot tell you the location specifically.
