I have requested an offical refund of trafficmonster.co.uk traffic (scam?)

paypal claim:

I was supposed to get 250,000 unique hits delivered only from US and Canada, delivered in 1 month.


Because of a week delay he upped it to 500,000.


He also sent me a fake document with "delivered hits" which was his end logs, but later told me his partners set up the wrong site thats why i never saw it, but clearly in the logs it stats they were sent to my site successfully.


Some of the hits actually coming from paypal.com which i would assume is fraud.


After a few days of not receiving very many hits, maybe under 300, in 2 weeks. I have asked for a refund, You told me u would refund 3 days ago, but keep waiting for your partners to email you back. The email never come and i never get my service.


To track my hits i use, google analytics, statscounter.com, javascript written by me, and php counter. None got the hits.


I have told you i would have to fill a complaint if i have not received my refund, which u still have not done.


Here is an official request asking for my refund.


I have waited too long for my service.

It would never have been true in the first place, you can't buy traffic.

This is his response to the claim, i would not purchase any hits from him as he is infact a scammer:

"If we are unable to deliver the number of visitors promised within 90 days of the campaign starting date, you may claim a refund. For orders of 100,000 visitors or over, this period is extended to 120 days."

And
"A refund will not be given before the end of the campaign, or if the campaign is paused by the customer."

i just did with paypal, this is the full convo:

Thats not what u said on msn. so it seems u are infact scamming. You told me you would send the traffic 500,000 hits in 30 days. even with the delay you would still infact deliver all the traffic within the set period.
You have sent a few auto surfer hits from zonoxonline.com
You also told me these would NOT be forced hits, and are clicked by the surfer because s/he is INTERESTED in my website you said it would be via banner or text link. Which clearly from this auto surfer,they are not.
In 2 weeks time, i got about 25 hits a day, (on a good day)
25*90=2250 it is impossible for you to deliver the said hits.
