i would say the owner of the site
the one who payes for the hosting and doamin etc etc

What if one person pays for hosting and the other bought the domain?

I'd say the person who owns the domain would definitely get charged & all the people who were doing the main admin type work behind the scenes. Staff members - don't think so.
