it must support
Private Rapidleech ( I may use it DL/UL about 10GB per day on average)
Transmission (I may use once a week)
porn ( not child porn)

With $10, you may get something not very good.

The speeds will not be good, needed for a Rapidleech, as it must be an oversold server

I have tried them before, their VPS performance only so-so I think.

I totally agree with you on this. You wont find good VPS for that cheap that will allow you to use Rapidleech. Well you can but it wont be that fast. If you do? Congrats
