I would suggest to invest into getting a dedicated server in the end it will be alot better even if your paying more, Most people that sell master/alpha resellers overload like crazy, they get hacked, crashed, etc They aren't very reliable so why pay $40 for that, when you can start out with a mid end server for around $120 and not have to worry about the headaches, and having to upgrade/move customers in the future.

Incase he/she don't know how to manage server properly, then it would be harder to manage and get him/her safe from hacking.

And If the person looking for master reseller advised to go with dedicated server, he/she may ignore it. Because the budget he/she is going to spend is around $15-25 Maximum, so he/she can not buy a dedicated server which will minimum cost around $120 and then some other things to run it.

There are companies that specialize in server management. They offer monthly plans as well as one time jobs. This would of course depend on OP's budget.

Op, you could also look into buying a VPS and installing cPanel/WHM on it. This would most likely be a much better choice for you because you will have full control of the server and know for a fact that it is not being over sold. You could also install any type of script(s) that you want without having to wait for the server owner to install them for you.

Still there will be problem of budget if he hire some one to do management tasks for OP. And any un-expected issue can also arise anytime.

With vps still may be costly for OP, as cPanel will cost OP then he need to get good VPS.

With VPS OP will be in little bit freedom as you said OP can install what ever OP want, so its a plus point.
