How to fix � character in DLE

As the title, I want to ask how to fix � character in DLE. Instead of display as

20th Century Masters The Christmas Collection - Brenda Lee (2003)

it displays as

20th Century Masters The Christmas Collection � Brenda Lee (2003)

My site use cp1251 encoding and database use cp1251 too.

cp1251 is for Russians who use Cyrillic, lol, why you use cp1251 instead of utf-8 ? O.o

set dabase latin1_general_ci

I use cp1251 because when I used utf-8, I lost some part of news when user post that news with special characters

just edit httpd.conf to force web browsers load encoding windows 1251 by default

@jackiebi: Thank you it works. I changed AddDefaultCharset to windows-1251 and it worked. But the problem I have now is it has a "п?ї" in first place on every page. Do you know how to fix it?

just open your template and save it to UTF-8 or cp1251 with your dle version

^^^ Its the BOM. Well download your main.tpl to ur desktop. Download this tool - http://www.bryntyounce.com/filebomdetector.htm - use it to remove the bom - save ur file and upload back. It will be solved.
