You are lucky dude, my paypal says, your account limitation cannot be appealed. Now i cant do anything in that account.. Nor can receive payments nor can make payments, also i cannot withdraw the funds..

It's probably just been 180 days since you got limited, and can now take the funds out. Happend to me before.
