Google Adwords Voucher Codes - Safe or not?

Hi ,

I saw a lot of people selling Google adwords voucher codes with some (100$) for just 5.

1. Is it safe to recharge your google adwords account using such coupons ?
2. Are there any TOS for promo codes and their usage in google ?
3. Can we use such promo codes in an already existing and working account with balance purchased from credit card ?
4. If any suspensions occur, is there a process that we can get it unsuspended?

You can use adwords vouchers if,

1. You had NOT redeemed any Voucher before.
2. Only one Voucher/Promo Code per account/website. CANNOT use multiple vouchers on same account/website.
