well did you try hetzner.de? they have good connection to EU and USA, they are budget but they really good for budget servers, im using them around a year alredy and i didnt have any downtimes

I don't think you can find an i7 on that price range, more so with a managed account. Better post in webhostingtalk as not alot of companies here offer server management with their dedis

I hate to say it but your budget is pretty much, and you need to change what you wanting.

You need either a decent server, or management not both, unless your increasing your budget.

Management costs at least $40-100 a month alone, depending what they are offering, most companies will offer basic things that have to do with the hardware/network.

I would increase to $200, or get something low end, like a Dual Core, or something.
