A firm datacenter with good speeds to filehost.

Xeon 4/8 Core Processors (can alter)
HDD 2-3TD
BW - 1Gbit Unmetered (100|TB)
IP - 3Min
Os - Windows 2008

Budget - 180$

Please suggest me a good and stable provider

Leaseweb would probably be your best bet instead of going with any reseller.

It is too low for 1gbps dedicated server with that specs ;|

$180 is low for even not so good companies. Google for it, i don't think any reputed company will sell 1Gbps with 3TB/4 core.

Like others said, check leaseweb. We have a lot of customers (file sharing websites) using them. They have quite good support and no problems with servers so far. They also can give you good deal if you will purchase several servers at once.
Some customers are using Balticservers, but we have not much experience with them.
