Default Is slow read/write speed fixable via remote?

My server is currently having a very slow read/write hard disk write speeds. Even my laptop has better speed results which shouldn't be happen as my laptop has a 5400 rpm disk and the server has 7200 rpm disk.

Is this fixable via remote (aka RDP)? without contacting the support?

    My laptop's score >> http://i.imgur.com/ZhDBF.png (test re-ran for 3 times)
    Server's score >> http://i.imgur.com/UADis.png (test re-ran for 6 times)

I tested the speeds once at the time I got this server and it was perfect, full 7200 rpm speed (which is roungly around 100-120MB/s read and write).

Do I defrag using a software or the one already come with the Windows is enough? I'm trying the cache now.
