Correct but there is other side of story. Do you think someone is stupid enough to spend all that cash to find and sue those 2.5 million people?
Whole process would take shitload of cash and lot, lot of years. That's why they won't bother.
Now if they take down some filehosts, they might decide to take legal action against, lets say 500 ones who earned most. But that again, that could be bullshit too.Have fitness or bodybuilding question? Ask Smith!

I dont care what site it is or what their morals are - If the proper authorities requested the details on a specific user that they've found guilty of infringing somebody( s ) works, that site operator WILL give you up (assuming the site operator has the means to recognize fake and real legal requests and what its legitimacy may or may not be).
