No as these are micropayments, it is handled by CarrotPay. Anyone can signup to CarrotPay and then you can withdraw to your Paypal from CarrotPay. I believe CarrotPay will allow you to withdraw any amount to PayPal or your bank account.

On Carrotpay, I can't find option withdraw to paypal. Only option transfer to bank (Hongkong and china Bank).

You can transfer your CarrotPay funds to Paypal provided it is in one of the following currencies: Euro, GBP, USD and HKD

As we know paypal may not be ideal for many users, we are looking at providing our own exchange/transfer systems.
