Your requirements are impossible in 23 $

First all you wont get USA and NL combined RDP in One...

There are lots of other facts too which will make you hard to find such a seller

These arent impossible requirements.
I have just added some things extra and diversified it. Nothing Else
Already got some "non-satisfactory" from some hosts.

FS - USA
FSU - HK , USA , EU
WU - NL
RS - Germany
Upfile - Middle East
FileJungle - USA

Go for a NL server, fs speed will suffer, but will be decent enough.
Dunno about filejungle, but others will be good speed.

InstandRDP's are good. Check them out if they can strike a good deal with you.
Probably try increasing your budget to 25$?

Edit : Just saw that you need registered z-o-o-m uploader. I doubt anyone can provide you with that. You will have to donate 3$ plus to get your key.
