Due to the large changes, as previously stated in v6.1 - this release is not officially released.

Changes:
- over three thousand lines of code removed.
- Distribution engine re-written.
- Duplicate Topic/Reply warning system added.
- Random Question/captcha window will not appear unless required (previously the window would appear if attempting auto-resolve).
- several optimisations.
- Additional delay option in templates. (Useful mostly for SMF).

Since so much code has been replaced, this should result in a much more stable application. Less code = less likeliness of problems.
