I would stick with whitelist. Gives you more control over the submissions. It's easier to spot a few badly submitted downloads than having to check all the downloads for bad submissions.

Doesn't really matter in my opinion, you can have either of them.

Whitelist is better in my opinion.
Blacklist will attract more spam downloads as you need to blacklist a site before the downloads are being blocked.

The question really is quality vs quantity.

Blacklist = quantity
Whitelist = quality (though that depends on how you evaluate whitelist requests)

Personally I'd say stay with a whitelist. Its a better choice in the long run I think.

No reason to use a blacklist and ban tons of sites. Rather accept only the quality sites.
