The use of the program is very simple. You run just transmiti.exe file (no installation required) and minimizes the application window. It adds itself as a small icon in the system toolbar.

The magic happens only when you highlight the text you wish to have translated, and press the Windows key. Then, a translated version of the text pops up, without having to specify what language the original text is written.

Only time I ever come accross forigen text is when I'm online so Google Chrome translates it automatically for me (or offers depending on the language and my settings).

You can have more control over it all if you use the official extension.

As for your app Google are limiting the amount you can translate per IP per day via their API so this will affect the app you linked to and it will stop working once it reaches the limit.
